The first of the two qualiying tournaments saw three men's and three women's teams and was open to all nations via the world rankings, with the biggest shock in the men's competition where defending World champions the United States were eliminated in the quarterfinal by the Netherlands, ending their hopes of qualifying, with the Dutch and Poland qualifying directly, with Latvia joining them winning the second chance match over France. In the women's competition, the United States dominated with a 6-0 record and were joined by France, with hosts Japan joining them in the second chance match with an overtime victory over Spain.

The second qualifying tournament, was for universality to the Olympic tournament, which allowed only the highest ranked teams that had not played in either the 2012 or 2016 5-on-5 Olympic tournaments. The hosts Hungary were beaten to the one place in both tournaments, with Belgium defeating them in the men's final whilst Italy edged out the hosts by a point in the women's final.
