This set contains all eight teams from the second level Japanese League, along with information to play the Promotion/Relegation Series matches with the bottom two First League teams. All teams have full team cards, with try scorers and individual goal kicking ranges, with the set also including control charts for both home-and-away and neutral venue matches.
 
Aichi and Hanazono would finish first and second in the expanded second tier season, but both would fail to qualify for the top league, losing to Urayasu and Mie respectively, in the two match series.
